CRITERIA, INDICATORS AND LEVELS OF DIGITAL LITERACY FORMATION AMONG STUDENTS OF NON-IT MAJORS

Abstract
The article substantiates a criterion-based diagnostic framework for assessing digital literacy among undergraduate students in non-IT fields. Based on a comparative analysis of international, Russian, and Uzbek approaches, digital literacy is conceptualized as an integrative personal quality encompassing motivational-value, cognitive, operational-activity, and reflexive-evaluative components. A structural-criteria model is constructed, with defined criteria, indicators, and three levels (low, intermediate, high) of proficiency. Diagnostic tools and an implementation algorithm are proposed. The limitations and prospects for expanding the model to include generative AI literacy indicators are discussed. The materials can be applied in designing educational programs and monitoring the quality of students' digital training
